The Establishment and Vision of CESROC
CESROC was established in 1996. There are more and more autonomous organizations caring for communities founded no matter they are set up in the urban and rural area in Taiwan nowadays. These organizations approach local communities in various issues, such as culture identification, community history coordination, environmental protection, ecology studies, or folk art heritage. They wish to reveal civil enthusiasm for caring about their own country, and exhibit a delightful hope for Taiwan society.
However, community empowerment involves the academic theory and practice of many different subjects, which decrease communication and support of workers in various fields. It seems that community empowerment movement encounters the obstruction. Therefore, some ideal people set up 【 Community Empowering Society 】( CESROC ) , and hope that this would be a platform to gather all the professionals from both academic institutions and practices to inspire more vitality. Furthermore, this organization hopes to deepen the community empowerment theory to illustrate more humane and deliberate blue map for the community.
The Aim and Mission of CESROC
Due to the principle of democracy and justice, CESROC gathers community professionals and those who care about the community to deliver academic research and practice. In addition, CESROC declares suggestions of Central Government's community related policy to promote rebuilding community and establish sustainable environment for employment, life and learning.
Events
From the beginning of CESROC was established, it has held many nation-wide forums and symposiums about culture preservation. Moreover, Society launched many initiatives and published many books about community empowerment. There are some important events described as below:
In 1997, Society held an international symposium of community empowerment, and asked Japanese related professors to join the discussion.
In 1999, there was a catastrophic earthquake happened in 21 st September, and Society held a forum of “building the collective memory of 921” to memorize those who suffered or died during the disaster.
In 1999, Society published “the community welfare dissertations” to assert that social welfare system could be practiced in local community scale.
In 2000, Society held a nation-wide symposium for the creativity and vision of community empowerment.
In 2001, Society held “rebuilding community culture management program” to help local government to educate people community empowerment.
In 2002, Society cooperated with Taiwan New Century Foundation to hold series conferences of “community empowerment” to deliver the suggestions for the Government.
In 2003, Society held a nation-wide conference about community empowerment and industrialization.
In 2004, Society initiated “Philanthropy Venture” to try to promote community industry.

IV‧Learning, Integration, Creative, Action, Vision
In the beginning of 21 st century, Taiwan encounters the challenge of globalization. There are more and more industries moving out, and there are higher and higher unemployment. Due to the disparity of urban and rural areas, people's life and community development have come across huge crisis. On the other hand, there is a dawn for us not to feel depressed. The central government has initiated ‘community empowerment policy', and tried to direct people to assert their own perspectives as the guidelines to build their own hometown. The catastrophes of 921 huge earthquake, SARS epidemic and 72 flood cause people to appreciate the value of community and realize the significance of building community of life.
In the year of 2003, Dr. Jin Huang Chen was elected as the director of Community Empowerment Society to lead the group as an important base to transform Taiwan society. Dr.Chen hopes that people can learn more about community empowerment from this organization, which would be easier to launch related policy. Furthermore, Dr. Chen proclaims “building new hometown - community movement statement”, and announces “learning, integration, creativity, action, vision” as new goals to develop the sustainable community.
V‧Undertaken Issue
1.Venture Philanthropy Program
With the need of the community, Society is now developing 「 venture philanthropy program 」 which was originated from the nonprofit sector's investment model in Silicon Valley in the U.S. The main purpose of 「 venture philanthropy 」 is to create broader 「 nonprofit capital market 」 via business enterprise's venture technique. Therefore, the community could collect capital to raise its managing efficiency, and improve its organization structure.
The Society will not only keep the faith of operating philanthropy business efficiently to assess the target precisely and distributing social resources fairly, but also match the community needs with professional's help. The Society will ensure the use of resource correctly and the reliability of information.
2.Community Empowerment Institution
he community empowerment has become national development policy and private sector has accumulated the experience of operating it for a certain of time. With the challenge of new age, it is a necessary strategy to enhance creativity and education for the organizations to adjust its form and operation model. The whole society needs a system to incubate persons with community empowerment talents and to transform the organization. If so, the democracy would be implemented in the local community. Therefore, the Society is thinking to establish the community empowerment institution.
3.Other Programs and Actions
The CESROC continues to care for Government's community related policy and declares its own suggestions. In addition, CESROC tries to persuade public sector to support community workers.
It is necessary to assert community empowerment via education because most people do not know what it is. Therefore, CESROC plans to hold many relevant symposiums and learning programs to gather academic scholars, public servants and community residents to discuss what community empowerment can do for the community and government.
It is very grateful to those who support and criticize CESROC. Without their advices, CESROC would never be what it is now. Thanks for the enthusiastic people and CESROC will keep dreaming and keep walking on the road of community empowerment.
